William Chapman

William Chapman was born on 13 December 1850 in Saint-François-de-la-Beauce, Canada East (now Quebec). He studied law at l'Université Laval and worked as a businessman, insurance broker, and journalist. Chapman died on 23 February 1917 in Ottawa.
