John Clearwater was born on 8 February 1966 in Winnipeg, Manitoba. He earned an International Baccalaureate in Canada and Wales in 1984, BA and BA (Honours) in Political Science from the University of Winnipeg in 1987 and 1988, MA in Political Science/International Relations from Dalhousie University in 1990, and a PhD from King's College, University of London, in 1996. Clearwater lives in Ottawa, Ontario.
